摘　　要：On November 12,2013,the Third Plenary Session of the 18th Central Committee of the Communist Party of China(CPC)officially issued Decision on Some Major Issues Concerning Comprehensively Deepening the Reform,which underscored the importance of promoting urbanization of migrant rural population(transforming eligible ruralOn November 12, 2013, the Third Plenary Session of the 18th Central Committee of the Communist Party of China （CPC） officially issued Decision on Some Major Issues Concerning Comprehensively Deepening the Reform, which underscored the importance of promoting urbanization of migrant rural population （transforming eligible rural migrants into urban residents）; innovating population management and accelerating the household registration system reform; and establishing a mechanism to link financial transfer payment to urbanization of migrant rural population.
