摘　　要：With the rapid development of industrialization and urbanization,the size of the migrant population in China has been expanding.During the 12th Five-year Plan period,average annual growth of migrant population was 5.2 million,which has reached 247 million by the end of 2015.The 18th Communist Party Congress explicitly required an orderly transition of migrant ruralWith the rapid development of industrialization and urbanization, the size of the migrant population in China has been expanding. The 18th Communist Party Congress explicitly required an orderly transition of migrant rural population and improvement and innovation of migrant population management services. In 2014, the central government introduced National Plan for New Urbanization in China （2014 - 2020）, Opinion on Further Promoting Reform of Household Registration System and Opinion on Further Improving Services for Farmer Workers, which explicitly required a steady progress in citizenization of migrant rural population and full coverage of urban basic public services for permanent residents.
