摘　　要：了解上海化妆品出口企业受欧盟化妆品法规实验动物禁令相关技术性贸易措施的影响情况,以期为企业积极规避相关技术贸易措施影响,促进化妆品国际贸易提供科学依据。采用整群分层随机抽样方法对上海市42家从事化妆品生产加工和流通贸易的企业在2011-2016年遭受欧盟化妆品法规实验动物禁令相关技术贸易措施影响以及应对情况的调查,涵盖国有企业、民营企业以及外资企业等。结果显示受访企业普遍受到欧盟化妆品法规实验动物禁令相关技术贸易措施的影响,直接损失和间接损失近260万美元。受访企业安排专人收集相关技术贸易措施信息的比例较低,占33.33%。企业面对相关技术贸易措施采取的主要措施为求助质检或商务部门(52.38%)、与进口商交涉(33.33%)、向行业协会或商会报告(23.81%)以及自行解决(21.43%);企业获取食品标签技术贸易措施信息的方式包括通过网络资源、质检数据平台、参加相关技术培训等方式。因此,上海化妆品出口企业应当加强实验动物禁令相关技术贸易措施的宣贯与培训,有必要从了解出口目标国家或地区法规、建立体外替代检测技术平台以及技术贸易措施应对策略等方面帮助化妆品出口企业及时规避发达国家的技术贸易措施,促进我国化妆品国际贸易发展。To understand the general situation of the technical trade measures on EU cosmetics animal testing ban encountered by Shanghai export cosmetics enterprises and provide scientific supports to deal with related technical trade measures and promote international trade of cosmetics,a questionnaire survey of effects of EU cosmetics animal testing ban in 2011-2016 was conducted in 42 Shanghai export cos- metics enterprises engaged in trade of cosmetics production,processing and circulation using a stratified random cluster sampling,stated-owned enterprises,private enterprises and foreign-funded enterprises were included. The results showed that direct and indirect loss caused by the EU animal testing ban was near- ly 2.6 million dollars. The proportion of enterprises assigned special persons for collecting related techni- cal trade measures information was 33.33%. When the related technical trade measures encountered, 52.38% of enterprises interviewed resorted to department of inspection and quarantine or commerce, 33.33% of the enterprises selected to negotiate with industry association,while 21.43% of the enterprises importers,23.81% of the enterprises sought help to found their own solutions. Enterprises obtained infor- mation on related technical trade measures primarily through network resources,technical trade measures database platforms and also technical training. Shanghai export cosmetics enterprises were affected by the impact of technical trade measures on EU animal testing ban. The popularization and training of EU cosmetics animal testing ban related technical trade measures should be strengthened in cosmetics export enterprises. Understanding the regulations of main trade countries,establishing the platform of in vitro alternative methods and strategies for dealing with related technical trade measures are very important to deal with related technical trade measures and promote international trade of cosmetics.
