摘　　要：陕西省矿产资源国际合作模式以合作开发、股本并购和风险勘探为主,以工程承包和技术转让模式为辅,取得了一系列成果,但仍然存在政府服务职能欠缺、风险防范机制不健全和审批手续繁琐等问题。在"新丝绸之路"背景下,陕西作为"丝绸之路"的起点,设计矿产资源合作共同体是解决陕西省矿业发展问题的必由之路。通过比较研究法,认为:共担命运理念是构建合作共同体的目标导向,共同发展理念是构建合作共同体的本质规定,共享利益理念是构建合作共同体的物质基础;应采取政府与企业联动发展、建构合作开发多元化路径、夯实合作双方公共关系和加强投资区位选择等措施构建合作共同体。The international cooperation model of mineral resources in Shaanxi Province is rely mainly on cooperation de-velopment,quality merger and risk exploration, while the project contracting and technical transformation are the subsidiary modes,but the problems of lacking of service function of government,unsoundness in the risk prevention mechanism and tedious-ness in approval process are existed obviously. Under the background of ＂The New Silk Road＂,Shaanxi Province is the starting point of ＂The Silk Road＂,it is imperative to carry out the international cooperation community of mineral resources to solve the development problems of the mineral resource in Shaanxi Province. The comparative study results show that the sharing the fate i-dea is the goal-directed to establish cooperation community,mutual development ideal is the essential regulation of the establish-ment of cooperation community,mutual sharing the benefits ideal is the material basis of the establishment of cooperation commu-nity. Interactive development between government and enterprise,establishment of the diversification path of cooperative develop-ment,strengthen the public relationship of both cooperation sides and reinforcing the selection of investment district are the effec-tively measures to establish the international cooperation community mode of mineral resources in Shaanxi Province.
