新公共服务视阈下的高校心理健康教育

摘　　要：新公共服务理论是一种强调高效、民主、公益、参与、服务的新管理理论,强调管理者是"服务而非掌舵"。在新公共服务视阈下,我国高校的心理健康教育工作存在管理色彩浓厚,服务意识淡薄;大学生被动参与多,主动参与少;机制缺乏活力,效用远未发挥等缺陷。构建公共服务型心理健康教育工作体系,必须转变观念和服务模式,提高各方主动性,增加互动性和参与性,建立人性化、高效率的工作机制。The new public service theory is a new management theory with emphasis on efficiency,democracy,public welfare,participation and service. In the perspective of new public service,there exist some shortcomings and defects with the education of college students' psychological health in China,such as overflowing government administration,a lack of service sense,dominating passive participation from college students,sluggish mechanism and utility. To establish a new system to serve the education of college students' psychological health,it is urgent to change the role of the administrators and enhance service awareness,with its emphasis on active participation and interaction.
