摘　　要：为探寻管控医保基金支付风险的可行途径,通过深入分析我国医疗需求侧改革难以化解医保基金潜在支付风险、医疗供给侧问题构成医保基金潜在支付风险以及以医疗供给侧制度改革化解医保基金潜在支付风险几方面问题,了解医疗供给侧存在的问题及其制度根源,从而得出只有从约束医疗供给侧的制度入手改革,才能保证医保基金支付安全。In order to seek feasihle path for controlling the payment risks of medical health care insurance fired, it deeply ana- lyzed the existing problems of the medical insurance payment risks couht not be resolved by medical demand side reform, the existing payment risks of medical insurance fund constructed by medical supply side problems anti the medical insurance payment risks solved by medical supply side system reform. It acquired the existing problems and system roots for medical supply side so as to rec- ognize that restricting medical supply side system couht ensure the safety of medical insurance fund.
