全面从严治党背景下提升高校纪检监察机构监督效能研究

摘　　要：监督执纪问责是高校纪委的核心任务,监督是其经常性工作。提高监督实效既是推进党风廉政建设,落实从严治党的要求,也是加强内部控制,完善治理体系,推进高校科学管理的重要组成部分。研究通过收集各高校政治巡视反馈意见,查找在纪检监察监督工作中存在的共性问题,结合各高校在"三转"后业务监督变化情况,对比分析高校纪检监察和地方纪检部门工作差异等,就提高高校纪检监察监督工作的有效性提出具体建议。The supervision and discipline execution accountability is the core task of University Commission for Discipline Inspection, and supervision is the regular work. To improve the effectiveness of supervision is an important part for promoting construction of honest administration, implementing the requirement of running the Party strictly, strengthening internal control, improving the internal governance system and driving the scientific management of colleges and universities. By collecting the feedbacks of the political inspection of colleges and Universities, this paper finds the common problems in the work of discipline inspection and supervision, combines the change of business supervision after the ＂three transfer＂ in various colleges and universities, carries out comparative analysis of work differences between university discipline inspection and supervision department and local discipline inspection departments and puts forward specific suggestions on improving the effectiveness of discipline inspection and supervision work.
