高等学历继教规范对陕西开放大学的启示

摘　　要：2016年11月教育部出台了统筹规范高等学历继续教育专业设置的首份文件——《高等学历继续教育专业设置管理办法》,对于国家统一相关管理政策,转变管理方式,明确管理责任和程序,加强信息服务与过程监管具有重要意义。本文在深入研读文件的基础上,在固本强基之里程碑地位、"三个管理"与"三个统一"的实现、适应教育理念变革及社会经济发展的要求等方面阐述了其必然性,并特别提出其最大的贡献在于首次对各类高校的合理定位及国家的分类指导、评价与管理进行了制度性安排;对高等继续教育的办学秩序进行了制度化的规范。进而,通过系统梳理文件对该领域统筹规划、宏观管理的各方面内容,从深入学习研究、明确工作思路,充分准备、应对机遇挑战,熟悉平台、制定实施方案等几大方面提出了对建设陕西开放大学运作的启示。Regulations on Major Settings of Higher Continuing Education was issued by the Ministry of Educa-tion in November, 2016, aiming to plan and normalize the continuing education major settings of higher education. The Regulation has the important significance on unifying the related management policy, changing management style, clarifying the responsibility and procedure of management, strengthening information service and process su-pervision. On the basis of researching the Regulations, I have explained the inevitability of the Regulation in the aspect of consolidating foundation as the milestone, realizing 4 the Three Management ^ and 4 the Three Unity ’, a- dapting to the concept change of education and social economic development. Moreover, I have also explained that the greatest contribution of the Regulation is firstly and institutionally arranging the reasonable position of all kinds of colleges, classification guidance, evaluation and management of our country, and systematically specifying the running order of higher continuing education. Furthermore, I have systematically researched into the overall plan-ning and macro - management in the Regulation and put forward the enlightenment on the construction of Shaanxi Open University in the aspect of deeply learning and researching, specifying the working ideas, fully - preparing and meeting chances and challenges, knowing well about the platform and forming implementation plan.
