摘　　要：2016年,中国正式成为国际移民组织的成员国,国际移民管理便成为迫在眉睫的问题。继承与创新广州千年蕃坊"国际移民"厚重的历史经验,将其以夷"治"夷式的成功做法进行理论概括,具有十分重要的现实价值。通过文献研究法梳理广州"蕃坊"的历史变迁、组织职责与功能,理性分析和总结其管理的特征,并在此基础上挖掘"蕃坊"国际移民治理的成功要诀和存在的不足,从而为解决近年来广州外籍人聚集致交通堵塞、冲击三元里派出所等社区危机事件提供智慧。With China officially becoming a member of the International Organization for Migration in 2016, international migration management has become an imminent problem. It is very practically significant to inherit and innovate the rich historical experience about Fanfang＇ s community management for one thousand in Guangzhou, and the successful practice of ＂Yiyi -Zhiyi＂. With literature review, we sort out Fanfang＇ s history and the responsibilities and function of the organization, and rationally analyze and summarize Fanfang＇ s management characteristic, based on which we discover the success and the deficiencies of Fanfang＇ s community management. The present study helps to provide a reference to address the critical incidents such as the traffic jams and attacking Sanyuanli Police Station due to foreigners＇ gathering in recent years in Guangzhou.
