摘　　要：医保总额预付制度是我国医改的重要内容,自实行以来医保控费效果明显,这意味着在此制度下医院面临着很大的指标压力。文章主要探讨医保总额预付制度的实施意义,从医保管理的角度分析在总额控制的前提下如何通过精细化的管理实现指标的合理使用,实现医保、医院、患者三方共赢。Global budget of medical insurance is an important part of national health reform. Since it began, it has effectively achieved the purposes of controlling medical insurance cost, which means more cost index pressure need to be considered after the implementation. This article mainly discusses the implementation meaning of global budget of medical insurance, which suggest how to realize the rational use of cost index through meticulous management on premise of global budget, so as to achieve the win-win situation of medical insurance, hospital and patients.
