摘　　要：学界对民国民意机关的研究集中在民国初年,对抗战期间的民意机构研究则以国民参政会为重心,对其他层级的民意机构尤其是省级民意机构研究较为滞后。透过战时省临时参议会成立的时空背景、省府运作、地方政治经济变动等考察,为我们了解和研究战时省级地方政治提供了一个窗口。The academic research on the public opinion bureaus concentrated in the early Republic of China,and the research center of these bureaus during the War of Resistance was the National Political Council. However,research on other public opinion bureaus,especially those provincial public institutions was lagged behind. Through investigating and studying the background of the wartime provisional provincial council,provincial government operation,and local political and economic changes,it opens a window for us to understand and study the provincial politics in the War of Resistance period.
