摘  要:我国基础教育公共服务供给城乡发展不均衡的问题依然存在。文章通过建立基础教育公共服务供给的城乡合作机制,统筹配置有限的教育资源,如通过城乡统一规划、建立大学区制、联合建校、实行无校籍管理的方式充分利用和共享全体教师资源、教学资源和信息资源。按照教育服务需求进行资源的配置,均衡配置城乡基础教育公共服务资源,保障城乡教育群体之间实现公共教育资源共享,促进城乡基础教育的均衡发展,以期实现社会教育公平。The imbalanced development of the public service supply of basic education in rural and urban areas still exists in China. This article aims to allocate and make a unified resource planning of the limited educational resources by establishing the cooperation mechanism between urban and rural ar- eas for the supply of the public service of basic education, namely, by taking advantage of such means as unified planning in urban and rural areas, the establishment of the university district system ,joint school building and the implementation of school-record-free management to make the best use of and share the teaching faculty resources, teaching resources and information resources. It should allocate re- sources in accordance with the management needs, carry out the balanced allocation of the public ser- vice resources of basic education in urban and rural areas, guarantee the realization of public education- al resources sharing between the urban and rural education groups, and promote the balanced develop- ment of basic education in urban and rural areas to achieve social education equity.
