摘 要:目前对于生态文明建设评价的研究多是主观确定指标体系,没有基于数据自身特点针对不同区域开展差异化评价。本文针对上述缺陷根据实际生态文明建设的需求,提出了一种基于灰色LEAP计量的生态文明建设评价模型,首先确定15个具有代表性的指标来反映生态文明的具体要求,构成生态文明建设评价指标体系,然后运用灰色层次分析法确定各指标及准则的权重系数,给出综合评价计算模型及生态文明建设指数,最后采用LEAP模型为计量工具,构成包含有15个指标的生态文明考核指标体系。通过实例仿真实验表明,本文提出的评价模型切实有效,在对青岛崂山区和李沧区两个地区的生态文明建设的评价中应用良好。The current study for the construction of ecological civilization is more subjective evaluation to determine the index system, the data is not based on its own characteristics differentiated evaluation carried out for different regions. In this paper, according to the actual needs of the above drawbacks of ecological civilization construction, made of ecological civilization construction evaluation model based on Grey-metering LEAP, first determine the 15 representative indicators to reflect the specific requirements of ecological civilization, ecological civilization constitute construction index system, and then use the gray analytic hierarchy process to determine the weight of each indicator and criteria weight coefficients are given comprehensive evaluation model and ecological civilization construction index, and finally the use of the assessment index system of ecological civilization LEAP model metrology tools,constitute contains 15 indicators. Simulation results show by way of example, evaluation of the proposed model to be effective, in the construction of ecological civilization and the Laoshan District of Qingdao Licang two areas favorable evaluation of the application.
