“双一流”背景下高校科研资源评价与配置优化研究

摘　　要：随着《统筹推进世界一流大学和一流学科建设总体方案》的颁布,各高校纷纷以建设"一流大学、一流学科"为目标,努力建设一流师资队伍,提升科学研究水平,希望在建设"双一流"大学中抢得先机。以西南某大学为例,运用CCR模型对其科研资源的投入、产出项目进行效率分析。结果显示:该校存在当前制度和管理水平不足、科研资源使用效率有待提升、高校内部资源分配不合理、科研资源在各部门配置不均、各部门岗位设置管理不明确、科研产出存在偏好等问题。为此,提出整合科研软硬资源、提升科研团队凝聚力和资源效率,完善二级单位资源分配和监管制度、提升科研资源效益,强化岗位聘用、考核评价和绩效工资分配管理,激发科研人员活力等建议,为普通本科院校在"双一流"背景下合理配置科研资源提供借鉴。With the issue of ＂The Overall Plan to Develop World -class Universities and First -class Disci-pline Building Program,＂ colleges and universities throughout China have made building ＂first -class universities and first - class disciplines＂ their goal, and strive to build first - class teaching faculties and improve the level of scientific researches, hoping to seize the opportunity and take the leading role in the initiative. This paper takes a university in Southwest China as an example, using CCR model to analyze its research resources input -output efficiency. The results show that the current system and management level of the university is not adequate, the efficiency of research resources to be used to improve the university resources allocation is unreasonable, and the allocation of scientific research resources in various departments is not balanced. In order to solve these problems, this paper proposes that the university should strengthen its scientific research personnel management; improve its efficiency of scientific research resources; better its internal resource allocation system; optimize its allocation of scientific research resources in various departments; and strengthen its post management, scientific planning and scientific research output recommendations, It is hoped that the universities can learn from the rational allocation of scientific research resources under the background of ＂Double First- Class＂ strategy.
