摘　　要：电子数据搜查扣押工作是网络犯罪侦查不可或缺的一部分,目前存在的难点主要是搜查扣押程序不健全、技术问题存在障碍、技术协助定性不明确和侦查人员技能培训不到位等。欲有效破解这些难题,需在制度层面细化电子数据搜查扣押的程序,完善技术协助制度建设;在技术层面为侦查人员提供多个搜查扣押解决方案,培养有力高效的侦查人员队伍,以应对互联网环境下错综复杂的电子数据搜查扣押工作。The search and seizure of electronic data is an indispensable part of the network crime investigation. The existing problems are that the perfect search and seizure procedures have not designed, and that there are technical barriers, and that paradigm of technical assistance is not clear, and that this way to train investigation personnel＇s skills is not enough. To solve these problems, we need to refine the procedure and improve the technical support system at the system level , to provide multiple solutions for search and seizure, to develop an effective and efficient investigation team at the technical level, so as to deal with the complex search and seizure practices in network environment.
