摘 要:随着《巴黎协定》的正式生效,中国将在应对全球气候变化,减少碳排放中承担大国的责任。由于省域间人口规模、发展阶段、经济水平、能源结构不同,如何做好省域碳排放权初始配额分配将成为焦点和难点。通过围绕我国省域间碳排放权初始配额分配的公平性问题展开研究,既考虑区域的人口规模和经济水平,也考量资源禀赋和发展阶段;既关注区域的能源结构和产业结构,又分析当期能耗水平和节能潜力等影响因素。从科学性、合理性和公平性的角度,构建省域间碳排放权初始配额分配模型,对跨省域能源合作带来的碳排放的"逆向迁移"现象以及对省域间碳排放权配额分配的影响进行探讨。With the Paris Agreement coming into effect, China will bear the responsibility of coping with global climate change and reducing carbon emissions. Dueto the difference of the population scale, the development stage, as well as the economic level and the resource endowment, howto handle the initial quota allocation of carbon emissions permits between provinces becomes both a fo-cus and nodus. This paper is a research on the fairness of the initial quota allocation of carbon emis-sions permits in China^ provinces, taking into account the population scale and the economic level between regions. Moreover, it not only pays attention to the energy and industrial structure, but also to the current energy consumption level, the energy-saving potential and other factors. From the sci-entific ,reasonable and fair perspective, this paper constructs the model of inter-provincial initial quota allocation of carbon emissions permits. In the end, this paper discusses the “ reverse migra-tion ” of carbon emissions resulted from inter-provincial energy cooperation and its impact on the in-ter-provincial quota allocation of carbon emissions permits.
