摘 要:效率评价是保障公共自行车系统(PBS)持续性运营的有效途径.本文综合考虑成本投入和产出效益,构建了PBS效率评价的DEA模型,并设定6种情景,对北京市已建设PBS的典型区域进行效率评价.整体而言,PBS目前的效率较高,规模报酬递增;情景分析的结果表明,注重系统内部要素最优配置和充分利用,有利于提高PBS效率.依据DEA投影原理,进一步明确了DEA无效决策单元达到有效的途径,以及制定了不同情景下PBS成本调整方案,结果可为北京市交通管理部门制定公共自行车系统相关政策提供支持.Efficiency assessment is effective and necessary to guarantee sustainable operation of public bicycle system (PBS). To balance costs and benefits, a DEA efficiency assessment model for PBS was built. Six possible scenarios were used to evaluate efficiency in typical Beijing regions with built PBS. The general ef- ficiency of PBS is high and returns increased after scaling up. Scenarios analysis helps to optimize allocations. Better uses of inner elements of PBS are helpful to improve PBS efficiency. According to DEA projection principle, roadmap for transition from DEA inefficiency to efficiency is explored, such as cost adjustment strategies for different scenarios. These data could benefit PBS policy making in the Beijing transportation sys- tem.
