摘　　要：作为现代民主治理的标志和公共管理的核心概念,问责一直是当代西方学术界关注的焦点。研究者们经过多年的努力,构建出一套问责承诺的理论框架,在这一理论框架下,西方学术界围绕多重责任问题衍生出五大热点研究主题,即问责所处的复杂环境、问责面临的障碍或困境、问责效果的分析和评估、应对问责的行为策略和对问责的理论反思。沿着该理论框架所形成的热点主题,对中国问责研究具有一定的借鉴意义,问责研究不能脱离所处的环境、问责概念使用切忌泛化和空化、处理好问责与绩效的关系、重视对问责效果的分析和评估。As the hallmark of modern democratic governance and a central concept in public management, accountability has always been the focus of contemporary western academia. After many years of efforts, the researchers have constructed a set of theoretical framework of accountability promises. Under this theoretical framework, the western academia has made five hot research themes, which are the complex environment located by accountability, the obstacles or dilemmas faced by accountability, the analysis and assessment of accountability, the behavioral strategy of accountabihty and the theoretical reflection on accountability.
