摘　　要：本文根据《中央关于深化国有企业改革的指导意见》,借鉴新加坡淡马锡的经验和模式,从国有企业细分类切入,提出了不同类型国有企业改革的设计思路,强调竞争类国有企业适合组建国有资本投资运营公司,明确国有资本投资运营公司投资的企业实行完全混合所有制和市场化运行机制,以实现国有资本高额回报目标。Based on the ＂ Guidance of the Central Government about Deepening the Reform of State-owned Enterprises＂ , using Temasek＇s experience and patterns of Singapore, and from fine classification of state-owned enterprises, this paper puts forward different design ideas of the reform of different state-owned enterprises, emphasizes that state-owned capital operating companies are fit for competitive state-owned enterprises, makes it clear that the enterprises which stateowned capital operating companies invest, should implement fully mixed ownership and market-oriented operation mechanism in order to achieve the goal of high return of state-owned capital.
