摘 要:儿童性安全教育是预防儿童性侵害事件发生的关键举措。现阶段儿童性安全教育实施困境重重:传统观念和现代性教育理念的矛盾、家庭和学校教育间存在着空白地带、缺乏有目的的社会资源整合、实施缺乏系统性。要突破困境,最佳选择是突破传统性安全教育观念,让儿童性安全教育由地下转入地面;打破机构壁垒,调动和发挥一致性的教育力量;划分权力与责任,明确家庭和学校的责任主体地位;建构以学校为中心、家庭和社会全面参与的合作互补机制。Child sexual safety education is an important response to the prevention of child sexual assatdt. The dilenmla at the present stage of the implementation of child safety education is:conflict exists in the traditional concept and modem sexual education ideas, blank areas are formed in family education and school education, lack of awareness of social resource integration, and lack of systematic implementation. To break through the dilemma,the best choice is to break through the traditional concept of sexual security education,so that children's sexual security education can be shifted from underground to the ground; break the barriers of institutions, mobilize and play a consistent educational power;divide the power and responsibility, clear the main responsibility of the family and school;construct a mechanism for cooperative comple- mentary communication which is school-centered, with family and society' s fifll participation.
