摘  要:在我国教育信息化各项建设工作处于快速发展期的当下,全面监测评估教育信息化发展水平,准确把握建设进展、及时发现发展短板、科学制定发展规划显得尤为重要。研制县级教育信息化发展水平监测评估框架成为当务之急。教育信息化发展水平监测评估框架是对信息化发展水平如何监测评价基本思路的体现,既涉及监测指标的制定,又涉及发展水平的划分及评价标准的确定问题。通过对现有教育信息化发展水平监测评估体系研究成果的系统分析,该文建构了以"管理与服务""信息化教学环境""教师信息化教学水平""学生信息化学习水平"为四个核心维度,以起步、应用、融合、创新为四个发展阶段的县级教育信息化发展水平监测评估框架。Currently, the construction of ICT in education develops rapidly in China. It's important to comprehensively monitor and evaluate the development of ICT in education, so that the construction progress can be accurately grasped, the development short board can be found out in time, and the development plan can be scientifically made. It's the top priority of the moment to study and formulate the monitoring and evaluation framework for the development of ICT in education at county level. The framework reflects the basic thinking of monitoring and evaluation of the ICT in education, which refers to the construction of monitoring indicators, development stages and evaluation criteria. Based on the systematic analysis of existing monitoring and evaluation systems for the development of tCT in education, this article constructs a monitoring and evaluation framework for the development of ICT in education at county level with four core dimensions and four development stages. The four dimensions include management and service, ICT environment of teaching and learning, teachers' capacity of ICT application, and students' capacity of ICT application. And the four development stages refer to emerging stage, applying stage, infusing stage and innovating stage.
