区域可持续发展能力综合评估方法与应用研究:基于网络结构DEA模型

摘　　要：可持续发展能力是国家综合国力的重要组成部分,已经引起世界各国的广泛关注。文章根据指标选取的全面性、可获性、独立性以及DEA适用性等原则建立了评价区域可持续发展能力的综合指标体系,采用基于SBM改进的网络结构DEA模型从人口、经济、社会、资源、环境以及科技等方面综合评价了区域的可持续发展能力,在此基础上可进行总体评价和分析。该文选取了2012年省域数据进行了实证研究与分析,实例评价结果与实际情况相符,客观的反映了区域可持续发展能力间的差异,为DEA方法在可持续发展能力综合评价中的应用提供思路。Sustainable development capacity is an important part of the comprehensive national strength, which has attracted the attention of countries around the world. The comprehensive index system on regional sustainable development capacity has been made according to the principles of comprehensiveness, availability, independence and applicability of DEA. The e- valuation was based on the improved SBM network DEA method on population, economy, society, resources, environment and technology. The analysis of regional sustainable development capacity was provided at the end with province level data from 2012. The results of case evaluation are in accordance with the actual situation, and objectively reflect the difference of regional sustainable development ability, and provide a way for the application of DEA method in the comprehensive evaluation of sustainable development capability.
