高校内部治理体系和治理能力现代化实现路径探析

摘　　要：实现高校内部治理体系和治理能力现代化,是高等教育领域深化综合改革的核心目标,对于创建一流大学和一流学科,加快建设具有中国特色的现代大学制度,具有重要意义。高校实现内部治理体系和治理能力现代化,需要着力推进依法治校深入、管理重心下移、学术体系完善、人才活力迸发、师生权利落实和校地联动发展。It is the core goal for Chinese tertiary education to deepen the comprehensive reform in- cluding the modernization of internal governance system and capacity, which is of great significance to lead to the creation of first-class university and first-class disciplines and to speed up the construction of a modern university system with Chinese characteristics. In order to achieve the modernization of internal governance system and capacity, universities need to focus on the law-based system-develop- ment in depth, the management center being downward, the academic system being perfected, the vi- tality of talents being fully let free, the teachers and students＂ rights being implemented, as well as the co-operative development between university and the local being improved.
