金融扶贫带动产业精准扶贫模式研究——以食用菌产业为例

摘　　要：金融扶贫和产业扶贫作为精准扶贫"五个一批"中的关键组成部分,对我国的脱贫任务有着决定性影响。金融扶贫中目前应用最多的模式便是农业价值链融资模式,通过信贷、保险等金融手段为贫困地区的龙头企业、贫困人口提供所需金融产品和服务,促使我国的扶贫工作形成金融扶贫"输血"带动产业扶贫"造血"的模式。食用菌特征与扶贫目标的统一性、食用菌栽培环境与贫困地区的空间匹配性、国家政策的助推性共同显示食用菌产业扶贫合理可行。从食用菌产业扶贫的精准化、政府政策的权威导向作用、市场扶贫的"源头活水"作用、智力扶贫的保障作用和监督审查的透明化5个维度探讨了食用菌产业扶贫的运行机制,并提出了相关建议。The most widely used model in financial poverty alleviation is the agricultural value chain financing mode, which provides financial products and services for the leading enterprises and poor people in poverty-stricken areas through financial means such as credit and insurance, and promotes the poverty alleviation in our country to form the financial poverty alleviation＂blood transfusion＂, which promotes the model of industry poverty alleviation＂hematopoietic＂. Industry poverty relief as the key constituent part of accurate poverty relief ＂great groups＂ , has a conclusive effect to overcome poverty in our country. Edible mushrooms＇ characteristic is uniform with poverty relief goal, edible fungus cultivation environment is matching with the space in poor areas, national policy＇s promotion shows the reasonable of edible fungus industry poverty relief. We discussed the operating mechanism of edible fungus industry poverty relief from the precision of edible mushroom industry, guiding role of government policy, the flexible function of market poverty, the security effect of intellectual poverty and the lucency of supervision and review five dimensions, meanwhile puts forward relevant suggestions.
