摘　　要：运用文献资料法、观察法对未成年人参与足球彩票存在的社会与法律问题进行探析。研究表明,社会风气、立法不完善以及责任主体的缺失是导致未成年人参与足球彩票的主要因素。未成年人作为法律禁止参与足球彩票的特殊群体,其博彩观缺乏正确的引导。深入推广"校园足球",以健康的博彩观促进青少年身心发展。By using literature, observation method, this paper aims to explore social and legal isuues of minor participation in football lottery. The results showed that social norm, impefect legislation and the lack of principal parts of responsibility was the main factor that led to teenagers participation in football lottery. As a special group of teenagers, they were prohibited by law to participate in football lottery whose gambling view lacks correct guidance. Further popularizing ＂campus football＂ could promote juvenile physical and metal development with healthy gambling concept.
