摘 要:职称制度是专业技术人才管理的一项基本制度,是评价专业技术人才学术技术水平和职业素质能力的一项主要制度。目前,我国高校进入职称改革的新时期,随着政府进一步简政放权,高校"三自"(自定标准、自主评审、自行发证)评审制度将成为时代主旋律。高校"三自"评审制度改革,打破了几十年来现行人才评价机制和人才管理机制,因校制宜,专业发展,形成能上能下、突破资历束缚而充满活力的人才竞争机制,对高校的改革发展,具有划时代意义。Professional title system,as a basic system for professional and technical personnel management,is a primary system to evaluate professional and technical personnel in academic and technical level as well as professional quality and ability. At present,with the government’s further streamline administration and institute decentralization,the evaluation system of self-generated standard,self evaluation and self-issued certification in China’s universities is becoming the central theme. This evaluation system reform breaks the current personnel evaluation system and talents management mechanism,and adjusts measures according to different conditions of the university,then forms a dynamic,qualification-free competitive personnel system,thus creating epoch-making significance for the reform and development of higher education.
