摘 要:为解决铁路运价缺乏有效的区域统筹运价下浮机制问题,以避免铁路局间的不良竞争,使得铁路整体效益最大化,通过分析我国沿江铁路运价现状与主要存在问题,研究沿江铁路区域定价方法。从时效性、安全性、经济性?3?个维度进行客户需求分析,确定客户选择铁路运输的可能性。然后,基于双层规划模型构建沿江铁路运价浮动模型,并给出案例分析。最后,为保障沿江区域铁路联动定价的实施,提出沿江铁路运价统筹策略。In order to solve the railway tariff problem of lacking effective downward floating mechanism for regional overall tariff,avoid unhealthy competition among railway administrations and maximize railway overall benefits,through analyzing main existing problems in the tariff status of railways along Yangtze River in China,this paper researches the pricing method for regional railways along Yangtze River.The paper also makes customer demand analyses from 3 dimensions(timeliness,safety and economy) and determines the possibility of customer selecting railway transportation,and then,establishes a tariff floating model for the railways based on twolevel programming model and makes example analyses.In the end,the paper puts forward the tariff integration strategy for railways along Yangtze River in order to ensure the implementation of linkage pricing for regional railways along Yangtze River.
