摘　　要：采用文献资料、对比分析、SWOT—TOWS等方法,以新疆区域啦啦操发展为研究对象,阐述SWOT—TOWS原理,分析新疆区域啦啦操发展的优势(S),即文化优势、人才优势、对口支援优势;劣势(W),即培养目标定位不明确、管理部门认识不一致、人才流动不合理;机遇(O),即校园足球发展的带动、体育与艺术结合范围的扩大、体育干预民族和谐建设成为新常态;挑战(T),即十三届全国冬季运动会成功举办、现代与传统体育冲突等。提出发展战略,即特色文化战略、区域联盟战略、体制创新战略、综合发展战略等,旨在为新疆啦啦操事业的战略发展提供理论参考,以及促进新疆区域啦啦操与少数民族传统体育协同发展。Using the method of literature, comparative analysis, SWOT-TOWS and so on, taking the development of regional cheerleading in Xinjiang as the research object, expatiates the principle of SWOT-TOWS, and analyzes the advantage （ S ） of Xinjiang regional cheerleading development, namely, cultural superiority, talent advantage, （ O ）, that is, the development of campus football, the expansion of the scope of integration of sports and art, sports intervention, national harmony, Building a new normal ; challenges （T）, that is, the success of the 13th National Winter Games, modern and traditional sports conflict. And puts forward the development strategy, namely the characteristic cultural strategy, the regional alliance strategy, the system innovation strategy and the comprehensive development strategy. It aims to provide theoretical reference for the strategic development of the Xinjiang cheerleading cause and to promote the cooperation between the Xinjiang regional cheerleading and the minority traditional sports development of.
