摘  要:在阐明科技成果向生产力转化的重要性基础上,针对科技成果转化率不足的问题,探索我国大型国有企业集团如何利用统计监测与评估考核等手段来促进科技成果转化的工作思路与方法;并以中国海洋石油总公司(简称中国海油)为例,通过系列研究提出一套集团科技成果转化评估考核的体系,包括对科技项目分类定义及制定相应的成果转化评判标准、对不同企业设定差异化考核目标、采取滚动评估与考核方法,以及成员企业成果转化率考核成绩测算方法等。采用此评估体系对中国海油集团所属成员企业科技成果进行评估与考核9年来,评估体系不断完善、科技成果转化率数据不断提升,说明该评估方法在促进科技成果转化方面起到有效推动作用,对同类大型企业集团有一定借鉴和参考。Strengthening the transformation of Sci. & Tech. achievements into productive forces is a key means for enterprises to achieve innovation-driven efficiency increment. The paper conducted research on the evaluation and assessment method to increase the transformation rate ofSci. & Tech. achievements within large state-owned enterprise group by means of data statistics, monitoring, evaluation and assessment from the group headquarter viewpoint, which includes the classification and definition of Sci. & Tech. research project, determining criteria of achievement transformation, differentiating achievement transformation targets among subsidiary enterprises, conducting continuous yearly evaluation and assessment, determining calculation method of subsidiary enterprises grading, etc. Nine years of application and practices of CNOOC group shows that the evaluation and assessment method can effectively promote ever increasing of Sci. & Tech. achievements transformation rate, enhances the consciousness of Sci. & Tech. achievements transformation and provides a benchmark for other large state-owned enterprise groups.
