国家自主创新示范区人才生态环境比较研究——以上海张江、北京中关村与武汉东湖为例

摘　　要：人才是自主创新的基础和关键,要建设国家自主创新示范区,必须优先实施人才发展战略。从生态系统评估看,中关村明显要优于张江与武汉东湖,但张江社会文化环境和政策环境则优于中关村和武汉东湖;从生态类型看,张江、中关村与武汉东湖分别属于政府引导-中生态型、政府引导-强生态型和政府控制-弱生态型,并共同向政府辅助-强生态型这一理想的人才生态系统环境类型努力,以致力于尽早建成具有影响力的国家自主创新示范区。Talent is the foundation and key of independent innovation. It is necessary to give priority tothe implementation of talent development strategy in order to build national independent innovationdemonstration zone. From the evaluation of ecological system,Zhongguancun is obviously superior toPudong New Area and Wuhan East Lake,but Pudong New Area is superior to Zhongguancun andWuhan East Lake on the social cultural environment and policy environment; From typology, Pudong New Area, Zhongguancun and Wuhan East Lake respectively belong to thegovernment guided-medium ecology, government guided-strong ecology and government guided-weakecology,and jointly make efforts to government guided-strong ecology which is ideal talent ecological system environment type, in order to establish the influential national independent innovationdemonstration zone as soon as possible.
