校园足球发展策略研究——以安徽省为例

摘　　要：校园足球发展过程中存在场地不足、师资匮乏、资金欠缺、普及与提高不协调、教育部门执行力欠缺、地方和中央的管理权利不明确、管理政策体制不完善及缺乏信息沟通机制等。造成以上问题的主要原因是:对青少年校园足球活动的目标定位认识不清,且受任务分配形式、行政管理手段、政策制度影响,工作人员的积极性不高。为此,要进一步分析现有校园足球运动的内容及政策制度,将教育机构摆在首要管理位置,社会力量参与,融资缓解经费紧张,专款专用,保证经费高效使用,使校园足球的发展目标更加明确,定位更加清晰。This paper analyzes the problems existing in the development of young campus football activities and the counter-measures. The results show that there are several problems such as lack of space,lack of teachers,lack of money,popularity and improvement being out of l ine,the department of education being incapable of executive ability,unclear management rights between the local and central government,imperfect management system and lack of information communication mechanism in the develop-ment of campus football in the process. The main cause of these problems is that the goal of youth campus football activity is unclear, and the enthusiasm of the staff is not highly affected by the task allocation form, administrative means and policy system. Therefore, it is important to analyze the content and policy system of the existing campus football, to put the education institutions in first posi-tion management, to take the social forces participation and to take the special fund, which ensures efficient use of funds, the more clear development of the campus football goal and its position.
