摘  要:作为中国党政机关干部选拔任用的方式之一,竞争性选拔干部制度自实施以来,不拘一格选人才,取得了一定成效,拓宽了党政机关选人用人的视野,优化了党政领导干部的班子结构。但在竞争性选拔干部过程中,尚存在选任权力滥用、徇私舞弊、权钱交易等情形,"萝卜"选拔、带病提拔、跑官要官、买官卖官等怪相时有发生。在推进国家治理体系与治理能力现代化过程中,有必要坚持严字当头、惩防并举、标本兼治,将全面从严治党融入竞争性选拔干部全过程,严守竞争性选拔干部工作纪律,规范竞争性选拔工作程序,及时发现并排除廉政风险,加强竞争性选拔干部廉政风险防控。As a way of selecting and appointing cadres of the Party and government institutions in China, competitive cadres selection system, which selects cadres in many patterns, has achieved some effects. It has broadened horizons of cadres selection and appointment and optimized the composition of leadership groups. However, conducts like abusing authority, committing irregularities, transacting power to money, and abnor^nal phenomenon like radish selection, sick promotion, jockeying for official positions, official positions sale often happen during cadres selection and appointment. In the promotion of the modernization of the state governance system and governance capability, strictness is the first requirement. Moreover, it is necessary to administer thoroughly and insist on punishing and preventing corruption together. There is a pressing demand to integrate strictly administering the party into the whole process of competitive cadres selection, to comply with the discipline and procedure, and then to strengthen corruption risk prevention and control.
