摘 要:海绵城市的建设可有效缓解城市雨水洪涝现象。为科学有效地评价海绵城市建设的现状,提高海绵城市建设的绩效水平,构建了包括水生态、水环境、水资源、水安全、建设制度及执行、显示度在内的6项一级指标和22个二级指标的海绵城市绩效评价指标体系,并提出了基于熵权和TOPSIS法的海绵城市绩效评价模型。运用所建立的评价模型对全国海绵城市建设试点城市鹤壁市的海绵城市建设绩效进行了评价。评价结果表明:鹤壁市海绵城市建设水平为良好,与国家发改委对鹤壁市海绵城市中期绩效考核结果基本一致。Construction of sponge city can effectively relieve the phenomenon of urban flood. To scientifically evaluate the construction level of sponge city, a sponge city construction evaluation index system composed of six first-grade indexes, including water ecology, water environment,water resources, water security, system construction and execution, displaying degree, and 22 secondary indexes is established and a sponge city construction evaluation model based on entropy weight and TOPSIS is proposed aiming at the strong subjectivity of common evaluation methods. The model is used to evaluate the sponge city construction effect of Hebi City, one of national pilot sponge cities, and the results show that the sponge city construction is good and the evaluation is in line with the mid-term evaluation results by National Development and Reform Commission.
