摘　　要：科学的国家创新体系构建与运行,对于国家未来社会向着质量更好、效益更高、结构更优的方向协调发展具有重要意义。运用分析归纳的研究方法,在分析价值观对个体及群体行为调节过程的基础上,从哲学价值观的视角出发,重新定义创新成果的价值构成维度。在研究国家创新体系的功能模块划分、运行机理、框架分析的基础上,进一步确立了以践行社会主义核心价值观为目标的国家创新体系运行机制。结果表明,国家创新体系的良态运行只有在社会主义核心价值观的引领下,通过政策的引导以及机制的创新,才能实现各创新主体间的深度合作,并使其向着符合社会主义核心价值标准的方向发展。The construction and operation of a scientific national innovation system are of great significance for the coordina-ted development of the future society, whose characteristics are better quality, higher efficiency and more optimized struc-ture. By employing the analytical induction method and analyzing the adjustment process of the impacts of values on the be-haviors of individuals and groups, this article redefines the value composition of innovative achievements from the perspec-tive of value philosophy. Then on the basis of studying the divisions of functional modules, framework analyses and the op-erational mechanism of the national innovation system, this article further establishes an operational mechanism targeted at the practice of socialism core values. Finally, research results show that only under the guidance of socialism core values and relevant policies as well as the innovation of mechanism, can the national innovation system operate well, realize the deep cooperation among innovative subjects under the demands of the socialism core values.
