基于生态环境基础与社会经济发展状态的迪庆藏族自治州区域发展战略研究

摘　　要：从国土面积分布的地形状况、生态盈亏的角度分析了迪庆藏族自治州的生态环境脆弱程度,用"第一次现代化水平"的方法分析了迪庆藏族自治州的社会经济发展状况,研究结论为:(1)迪庆藏族自治州坡度较陡的国土面积所占比例较大,可耕地面积小;(2)1996年至2020年,迪庆藏族自治州的生态足迹呈现逐年上升趋势;(3)1996年至2020年,迪庆藏族自治州的生态盈亏呈现逐年下降的趋势。在1996年至2013年期间,生态盈亏呈现盈余状态,而在2014年至2020年,则呈现持续亏损状态;(4)1996年至2004年,迪庆藏族自治州的第一次现代化实现水平呈现出波动状态,有升有降,总体呈现缓慢上升趋势,迪庆藏族自治州略低云南省平均水平约1个百分点。基于迪庆藏族自治州生态环境基础和社会经济发展状况,提出了迪庆藏族自治州发展的路径:(1)整个区域都按照"禁止开发区"的思路进行区域发展;(2)德钦县、维西县按照"强度禁止开发区"的路径进行区域开发;(3)香格里拉县按照"轻度禁止开发区"的路径进行区域开发。This paper studied the extent of the fragile ecological environmentin Diqing, Districtin the view of the terrain condition of the distribution of national territorial area and the ecological surplus and deficit, and analyzed the ecological environment foundation and social and economic development status in Diqing District, the results show：（1）The proportion of national territorial area which is slope steep is larger; （2）The ecological footprint went up year by year from 1996 to 2020; （3） The ecological environment was surplus from 1996 to 2013, while it was deficit during 2014 to 2020; （4）The first modernization index fluctuated during 1996 to 2004, and it was increasing slowly in the whole process, and the level of the first modernization index was lower than Yunnan Provence＇s. The thesis is aimed to propose a macro- development thought for Diqing Prefecture based on its ecological environment and previous situation-implementing the advancement of major functional areas according to the achievement of major function oriented zoning in Yunnan Provence.
