摘 要:基础设施PPP项目广泛开展引发各界对PPP模式的适用性问题的思考,为了实现PPP项目成功决策,本文运用文献分析和基于扎根理论的案例推理方法,研究了PPP项目决策关键成功因素及其作用路径。通过研究,得出9个PPP项目决策关键成功因素,具体包括:基础数据、程序框架、评价方法、规范产出、竞争方式、竞争限制、成本/效益、多效益目标、责任和风险的分担。此外,本文还分析了决策程序、VFM评价、充分市场竞争、项目效益评估、责任和风险的分担相关因素的作用路径,得出9个因素不仅相互存在影响,而且不同程度上影响到"契约精神的制约性"和"过程管理的有效性",从而对PPP项目成功发挥作用的结论。The extensive development of infrastructure PPP project has aroused all circles to consider the applicability of the PPP model. In order to achieve the success of PPP decision, this paper studies the critical success factors and influence paths of PPP project decision by reviewing the foreign literatures and using the case study method which based on grounded theory. Through the study, nine critical success factors of PPP project decisions are achieved as follows : basic data, program framework, evaluation method, specification output, competition mode, competition restriction, cost /benefit, diversification effect and allocation of risks. In addition, the influence paths of decision pro- cedure, VFM evaluation, full market competition, project benefit evaluation, responsibility and risk sharing are analyzed. Conclusions are drawn that the nine factors not only affect each other, but also affect the constraints of contractual spirit and the effectiveness of process management to a certain ex- tent, which play a successful role in the PPP project.
