摘　　要：发达国家在发展战略性新兴产业方面以低碳产业作为战略导向,全方位进行能源转型,以信息产业为基础平台,大力发展先进制造业,注重培育文化创意产业。我国战略性新兴产业核心技术掌握不足,创新体系不完善;市场推广难度大,需求拉动乏力;体制机制存在壁垒,管理体系不到位。要以低碳发展为导向,高度重视科技创新,打通民间资本进入通道,合理发挥政府"有形之手"的作用,积极发展产业集群。The developed countries in the development of strategic emerging industries with low carbon industry as a strategic orientation, a full range of energy transformation in the information industry as the basic platform, vigorously develop the advanced manufacturing industry, focusing on the development of cultural and creative industry. The core technology of strategic emerging industries in China is insufficient. Innovation system is not perfect. The market of strategic emerging industries is difficult to promote. The market demand is weak. There are barriers in institutional and mechanisms. The management system is not in place. We should take low carbon development as the guidance, attach great importance to scientific and technological innovation, open up the channel to private capital, reasonable give play the role of＂the visible hand＂ of government, and actively develop industrial clusters.
