高校智库建设内外部协同的原理、问题及其对策

摘　　要：高校智库建设的内外部协同旨在对政府与智库、学科与智库之间的逻辑关系、话语体系与协同机制进行探究。高校智库与学科的逻辑关系和知识生产方式差异显著,内部协同存在资源分配不均、壁垒森严等问题。高校智库与政府的话语体系"关联障碍",智库承载和传递信息的能力弱,难以有效影响政府决策。因此,内部协同应打造专兼职结合的研究团队,形成开放式的组织结构;制定智库类成果学术评价办法,激发智库研究积极性;以顶层设计方式推进统筹规划,创新"智库-学科"互动模式。外部协同应利用大数据整合信息,凸显决策导向的问题意识,建立相互通约的修辞框架。College think tank construction＇ s inner and outer coordinationis is aiming at exploring the logics, discourse system and coordination mechanism of the relation between government and think tank, subject and think tank. The logic relation and knowledge production mode of college think tank and subject is significantly different. Unequal distribution of resources and rigidly stratified barrier are the main problems of inner coordination. The discourse system of think tank and government is in disorder. The capability of information beating and transmitting is so weak that it can not inflect government policy decision effectively. As for the inner coordination, full time and part time research group should be built in order to form an open organizational structure. Academic evaluation method of think tank achievements should be formulated in order to stimulate the enthusiasm of think tank research. Overall planning with top design should be promoted in order to innovate think tank discipline interaction model. As for outer coordination, information should be integrated using big data and decision making orientated question consciousness should be highlighted. Finally, a frame work of mutual common rhetoric should be established.
