合法与有效:异地商会内外治理的策略研究

摘　　要：从20世纪末开始,异地商会迅速发展且超前于相关制度安排,而对其发展中呈现的矛盾性和创新性缺乏系统性的解释框架。文章基于组织合法和有效的融合性视角,以浙江省L市异地商会为研究样本,采用多案例研究法和扎根理论,构建了商会实现合法和有效的策略模型。研究表明:(1)组织在获得合法性和有效性过程中具有能动性特征,并积极对合法和有效进行策略组合;(2)组织的合法和有效关系具有多样性特征,且二者大致呈倒U型的关系;(3)组织提高合法和有效的相关策略因时因地而异,是经济、政治和社会共同作用的结果。本研究强调商会治理中内外互动的策略性,一定程度上丰富了组织能动性的解释外延。总之,商会实现合法和有效的策略模型在一定程度上反映了国家法团主义的松动,但相应崛起的不是公民社会,而是社会法团主义。From the end of 20th century,the development of Chinese alien chamber of commerce is rapid,which is ahead of the institutional arrangement.The objective of this paper is to establish a systematic interpreting framework of the contradictory and innovative in the development of those chamber of commerce.Based on the integration of organizational legitimacy and effectiveness,this paper chooses alien chamber of commerce in L,which is a county-level city of Zhejiang Province,and establishes a strategy model by conducting multicase study and grounded theory.The analysis reveals that:(1)The organizations have the initiative in the process of realizing legitimacy and effectiveness and combine strategies of legitimacy and effectiveness actively.(2)The relationship between organizational legitimacy and effectiveness is diversity,which is about inverted U-shaped.(3)The strategies for improving organizational legitimacy and effectiveness vary by time and space,which is the combined effect of economy,politics and society.The study emphasizes the strategy of internal and external interaction in the management of chamber of commerce,which enriches the interpreting extension of organizational initiative.Finally,the research reflects the loosening of state corporatism to a certain extent,and the rise is social corporatism not civil society.
