摘　　要：＂政社分开＂改革对应的是＂分散治理＂趋势要求,＂政社合作＂改革对应的是＂整体治理＂趋势要求,两种政社关系改革的方向一时间陷入了一种难以融合的＂互斥性＂困境,因此必须进行＂分散＂与＂整体＂理论的整合,弥合政社关系重构中的方向断裂问题,＂整体化分散治理＂就是对这一问题的积极回应,依据这一理论,政社关系的现实机制重构将遵循循环性逻辑运行方式,在＂整合＂核心思想基础上,发展机制＂均衡、互动、循环、协调＂新功能,实现＂衡力、合力、返力、协力＂效应,达到合而有力的治理效果。同时政社关系重构将深刻关注宏观的历史、国家、政党等与社会组织关系问题,建构符合我国历史规律和国情政情的新型政社和治理体系。The'political division and separation'reform corresponds to the 'decentralized governance'trend requirements,'political and social cooperation'reform corresponds to the'overall governance'trend requirements,the two political reform of the direction of a time into a difficult The integration of'mutual exclusion'dilemma,it is necessary to'decentralized'and'holistic'theory of integration,to bridge the relationship between government and government restructuring in the direction of the problem of'holistic decentralized governance'is a positive response to this issue,According to this theory,the reconstruction of the realistic mechanism of government and social relations will follow the circular logic operation mode.On the basis of the core idea of'integration',the development mechanism'balance、interact、circulate and coordinate'the new function,'Balance force、cooperating force,feedback force and coordinated force'effect,to achieve a strong effect of governance.At the same time,the reconstruction of political and social relations will pay close attention to the problems of macroscopic history,state,political parties and other social organizations,and construct a new political system and governance system in line with China's historical laws and national conditions.
