摘　　要：推进国家治理现代化,首要的问题是提升国家治理能力,其核心就是提升制度执行力。提升制度执行力是一项系统性、整体性的工程,既要关注治理之制,也要关注治理之道。提升制度的执行力应以优化制度设计作为提升制度执行力的基础保障,以规范制度运行作为提升制度执行力的关键节点,以激发制度创新动力作为提升制度执行力的重要支撑,将人们的具体行为规范到制度的轨道上来,使社会按照制度的要求和程序来运行,防止制度执行中的偏差或不被执行。To promote the modernization of national governance, the primary problem is the ability to govern the country, and its key is the institutional implementation. The executive power of promotion system is a systematic and integrated project and should pay attention to the system of governance as well as the way of governance. It must seize the system design and construction ability as a basic guarantee, promote the effective operation of the system as an ascending key node in the execution of the system, and promote the system innovation ability as an important support to enhance the execution of the system, regulate people＇s specific behavior to the system, make the society run according to the requirements and procedures of the system, and prevent mistakes or failures in the implementation of the system.
