摘　　要：随着经济社会的快速发展,电网建设投资规模逐年加大,工程项目作为计划和预算资金安排的载体,提升其储备质量显得尤为重要。国网黄山供电公司坚持把加强项目储备建设、提升项目源头质量作为重点任务来抓,以项目财务合规性、可研经济性审核为切入点参与项目的过程管理,切实发挥财务的监督和保障职能;立足多年实践经验,总结提炼各专业管理方法,创新提出项目储备库"抽屉式"管理理念。在"资金引导储备"原则下确定整体储备规模,逐层逐级开展项目储备管理,最终形成"总量适当、结构合理、程序到位、估算准确"、满足计划编制要求的项目储备库。With the rapid development of the economy and society, investments in construction of power grid have become larger in scale year by year. It is extremely significant to improve the quality of reserves of power projects, since they are the carrier of the planed and budgeted funds. The State Grid Huangshan Power Supply Company places continuous emphasis on improving the quality of reserves of power projects from the source, employing financial compliance and feasibility analysis methods on enforcing financial supervision and security function. Based on years of practical experience, the State Grid Huangshan Pow- er Supply Company highly summarizes and refines various project management methods and finally launched an innovative method called ＂locker type＂ management of project reserves. The principle of ＂funds determine project reserves＂ is used to determine the scale of project reserves, to carry out the pro- ject reserve management layer by layer. Finally, a satisfactory project reserve is formed with ＂reasonable scale, proper structure, enforceable procedure and accurate budget＂.
