摘　　要：[目的/意义]围绕《普通高等学校图书馆规程》和《普通高等学校图书馆评估指标》(修改版)的要求,提出数字环境下新升本科院校图书馆馆藏资源建设与评价建议。[方法/过程]调查辽宁、浙江、河南等省的新升本科院校图书馆馆藏资源情况,结合沈阳工程学院图书馆近年来资源采购与利用的统计数据进行比较分析,提出相关建议。[结果/结论]新升本科院校应将定性与定量分析相结合,量身打造评估指标以评促建;抓住转型契机,优化资源建设,提供个性化服务;加强资源的共知共建共享。[Purpose/significance]The paper is to base on the requirements of General Academic Library Regulation and Evaluation Indexes of General Academic Library （Revised Edition）, to put forward suggestions on construction and evaluation of library collection resources of newly upgraded undergraduate colleges under digital environment. [Method/process]The paper investigates library collections of newly upgraded undergraduate colleges in Liaoning, Zhejiang, and Henan province, combines with statistical data on purchasing and using of Sheuyang Institute of Engineering Library＇s resources in recent years to do comparative analysis, and proposes relevant suggestions. [Result/conclusion]Newly upgraded undergraduate colleges should combine qualitative and quantitative analysis, to construct tailor-made evaluation indexes to promote construction by means of evaluation; grasp transformation opportunity to optimize resource construction and provide personalized service; and strengthen co-construction and sharing of resources.
