摘　　要：规划环评是环境管理在规划层面的重要参与方式。为体现其全程互动参与的编制原则、预防环境污染和生态保护的指导意义,在实际的规划编制过程中应加强规划环评的法律法规及其指导意义的宣传教育工作,严格执行规划审批的相关要求,同时还需强化规划环评的公众参与和监督作用。Strategy impact assessment is one important way in environmental management in the planning level.The whole process interaction principle needed to be embodied in preparing impact assessment in order to guide the prevention of environmental pollution and ecological protection. Strengthening the education of rules and regulation about assessment,strictly implementing the relative requirements of planning,and enhancing the roles of public participation and public supervision were suggested to improve the principle.
