摘　　要：当前形势下为什么要进行公务员职业道德建设、建设什么与如何建设等三个基本问题,值得进行比较系统的研究。从政治、经济与社会三个方面分析了公务员职业道德建设对于贯彻落实十八大六中全会精神、执政能力建设与效能提升的时代价值与意义;基于公务员服务对象的要求分析以及课题组的量化研究提出了公务员职业道德建设内容的7维度结构模型;基于理论研究、政府管理与实践探索的分析,认为当前国家公务员职业道德建设的路径选择包括法制、监督、教育、文化与制度管理等5大方面;特别指出了《关于推进公务员职业道德建设工程的意见》(以下简称《意见》)相对以往公务员职业道德建设途径与方法的创新点;最后,基于《意见》行为养成方法说明的不足提出了建立公务员职业道德的促进性评价模型及其价值分析,认为该模型将可能为《意见》的贯彻落实提供一种可行与有效的实操路径与方法。It is worth doing some systematic exploration into＂Why should we develop the professional ethics of civil servants in the current situation＂,＂What should we do＂and＂How to do that＂.From the political,economic and social perspectives,it analyzes the value and significance of the development of professional ethics of civil servants for the implementation of the plans made at the 6th Plenary Session of the 18th CPC National Congress,the construction of governance capability,and efficacy enhancement in the current era.According to the analysis of demands of the recipients of civil servants’ services and the quantitative research of the project team,this paper proposed the 7-dimensional structural model for the development of civil servants’ professional ethics.According to the analysis of the oretical study,government administration and practical exploration,it believes that the ways to develop national civil servants’ professional ethics should include legal system,supervision,education,cultural and institutional management.In particular,it mentions the innovative points of The Opinion Regarding Promoting the Construction Program of Civil Servants’ Professional Ethics（hereinafter referred to as the Opinion）compared with the previous ways and means to develop civil servants’ professional ethics.Eventually,according to the problems mentioned in the methods for behavior development in the Opinion,this paper suggests the establishment of a promoted assessment model of civil servants’ professional ethics and its value analysis,believing that the model will offer a feasible and effective method for the implementation of the Opinion.
