摘 要:随着中国市场经济体制的不断完善,新一轮国企改革浪潮正在兴起。然而,根深蒂固的特权思想和屡禁不止的特权现象却在阻碍着改革向纵深发展。国企特权主要有外部特权和内部特权两种类型,这些特权问题的存在既受到历史因素的影响,又深受现实因素左右。在当前中央力推国企改革的大背景下,治理国企特权思想和特权现象的总体思路是对外破除国企垄断特权,对内实现企业治理现代化。具体可以采取四项治理措施:第一,依法依规辨别特权,分类处理特权问题;第二,取消国企行政级别,铲除特权滋生土壤;第三,发展国企混合经济,打破国资垄断格局;第四,建立现代企业制度,防止国有资产流失。With the improvement of market economy, there is a new upsurge of state - owned enterpri- ses reforms, but some stubborn privileged minds and repeated privileged phenomena prevent reforms from deepening. This article argues that the privileged problems in SOEs can be divided into two types. One is external privilege, and the other one is internal privilege, both of which are deeply influenced by some his- torical factors as well as realistic factors. Under the background of SOE reforms that the central government is concentrating on, the overall idea of eliminating privileged minds and phenomena in China' s SOEs is breaking enterprises' monopoly externally, meanwhile, modernizing their management. Furthermore, we could take four specific measures: firstly, define and distinguish accurately some concepts easy to confusing in accordance with laws and regulations, then use different methods to deal with different problems accord- ingly; secondly, remove the administrative rankings of SOEs to get rid of soil that nourishes privileges; thirdly, promote mixed ownership and break the monopolization of state assets; fourthly, establish modern enterprise system in order to prevent the erosion of state assets
