对促进油田企业科技成果转化的思考

摘　　要：解决油田企业存在的科技研发与转化应用联系不紧密等制约成果转化的问题,对促进科技成果转化意义重大。促进油田企业科技成果转化,一是完善科技管理体系和发展规划,二是建立研发与转化应用一体化机制,三是建立以转化效益为导向的科技绩效评价机制,四是落实国家对科技成果转化的激励政策,五是完善科技成果转化应用的补偿制度,六是强化科技成果转化配套体系建设。促进科技成果转化配套条件有:落实国家对鼓励科技成果转化的相关政策,明确油田企业科研单位和科技人员科技创新的地位,进一步加大科研和推广应用的资金投入力度。To solve the problem of .the transformation of the technology research and development and the transformation of the application of technology in the oilfield enterprises is of great significance to the transformation of scientific and techno- logical outcomes. The ways to promote Transformation of scientific and technological outcomes are as follows： perfect the technology management system and development planning; set up the integration mechanism of transformation and application of research and development; establish the technical performance evaluation mechanism as the conversion profit is oriented; im- plement the incentive policy of the transformation of scientific and technological outcomes; perfect the compensation system of transformation and application of scientific and teehnological outcomes; strengthen the construction of the related supporting system. The supporting conditions for these include implementing and making good use of relevant policies of our country about the transformation of scientific and technological achievements, making clear the status of enterprise scientific research units and the scientific and technological innovation and further increasing funds of the investment in research and application.
