摘 要:中原大战后冯玉祥部退出西北,为南京国民政府介入西北事务提供了机会。但此时的南京国民政府在财力、兵力等因素的限制下,仍不愿过多地涉入甘肃政局。因此,借助回马地方实力派以稳定甘肃政局,成为此时国民政府的理性选择。然而,"雷马事变"的发生和各种势力在甘肃境内的博弈,以及九一八事变发生后国人对西北问题的关注,促使国民政府开始将甘肃问题列入重要的议事日程。深受蒋介石信赖的邵力子出任甘肃省政府主席,从一个侧面反映出时世更易下国民政府战略重心的转移。After the war in central plains, Feng Yuxiang's forces were pulled out from northwest China, which provided opportunities for Nanjing government to station and further control Gansu. Since the regime of Nanjing government was not stable due to the disturbance from home and abroad. Gansu is located in the northwest frontier, and local power was very strong and the conflicts between Han and Hui communities occurred frequently. Under such situation, it was a reasonable choice for the Nanjing government to "govern Gansu by themselves " so as to stabilize the Gansu political situation, and also to achieve the balance among the northwest provinces. However, Lei-Ma incident changed the political situation in Gansu, which announced the failure of governance strategy. Thus, Nanjing government focused on Gansu again. Meanwhile, Shao Lizi, who gained Chiang Kai-shek's trust, took up the chairman of Gansu provincial government, which reflected the shift of Nanjing government's strategic center with the rapid change of the national situation.
