论战国秦汉长城与边塞城镇建设及其功能

摘　　要：战国秦汉时期,中原政权向北方地区拓展,是通过军事出击、设置郡县、修筑长城、建设边镇、移民垦殖等一系列步骤进行的。长城修筑与边塞城镇建设相互依托,互为援助。依靠城镇,长城地带的社会生活才有保障、有活力,才能吸引民众长期安居,发展生产。城镇建设在边疆建设开发中处于优先地位。与内地城镇突出的经济功能与管理功能不同,边塞城镇的建设,首先突出的是它的军事功能,然后是农垦功能,同时也兼具政治功能、经济功能、交通功能和商业功能。边塞城镇建设与长城修筑、屯田开发互为条件,相互依托,达到了在边疆地区将战、守、耕相互结合、三位一体的目的,确保了战国秦汉时期中原王朝边防体系的完备与有效。During Warring States Period and, the central government expanded to the north by a series of operation including military attack, setting counties, building the Great Wall and border towns, and migra- tion and reclamation of land in Qin and Han Dynasties. The Great Wall and border towns are complementa- ry. Border towns could guarantee people＇s wellbeing, ensure long--term residence, and improve production along the Great Wall. Border fence construction should give priority to the construction of border towns. Different from the mainland cities which have outstanding economic and management function, border towns should first serve its military function, then the land reclamation function, as well as the political function, economic function, traffic function and commercial function. The construction of Border towns and the Great Wall, and wasteland reclamation are interdependent. They altogether contribute to the attacking, defending and cultivating along the borderland,ensuring the completeness and effectiveness of the Central Plains＂ border defense system in Qin and Han Dynasties during the Warring States.
