摘 要:"十二五"期间,通过污染治理和运行监管,松花江水环境质量有了显著提高。松花江出境水中特征有机污染物含量显著降低、氨氮浓度大幅下降。流域面源污染物排放数量明显减少、黑龙江流域污染防治措施、突发性水污染事件预警和应急措施、中俄跨界联合水质监测措施等对界河污染防治和水环境质量改善产生了积极影响。"十二五"末松花江干流最后一座地级市佳木斯市出境断面水质达标率为100%,表明松花江对界河黑龙江的影响正逐渐降低。Pollution control and operation monitoring during the 12^(th) Five Year Plan Period have obviously improved the water quality of Songhua River. Both the content of organic pollutants in the exit water of Songhua River and concentration of ammonia nitrogen decreased significantly, and the discharge of non-point pollutants also reduced obviously. This improvement is attributed to the measures of pollution prevention and control in Heilongjiang River basin, the early-warning and emergency response system for sudden water pollution accidents, and joint water quality monitoring from Sino-Russian cross-border, etc. By the end of the 12^(th) Five Year Plan, the compliance rate of the water quality in the boundary-exit section of Songhuajiang River in the Jiamusi City had reached 100%, indicating that Songhuajiang River is reducing its contaminated impact on Helongjiang River.
